Here is a followup my article about scanning store security
guards chase shoplifters. Shopping malls and centers often
have additional security forces, above and beyond any store
detectives. Here's a sampling of shopping mall and center
frequencies for my state (Illinois).

* For general interest, you can write to the ARRL and get info
on whatever country you wish to operate in and they will tell
you what they know about it.
* The agreement between the US and Canada is unique -- there is
no hassle at all, you just start operating, using the appropriate
call sign protocol (which I forget, but is probably your call/VE6, etc.)
* MEXICO: There is a reciprocol operating agreement with Mexico
which means that you don't have to take a test to get a license
if you have a valid US ham license. However, you cannot simply
go into the country and start operating. The procedure seems to vary
a little depending on exactly where you go in Mexico, but it
goes something like this: You have to go to Mexico, get your
Tourist Visa/Card which you need to get across the border
(regardless of any radio activity). Then you spend about 1/2
day doing the legwork of obtaining the license. (This info, by
the way, was supplied by some US hams living in the Guymas/San
Carlos area.) This has to be done at the Mexico equivalent of
the FCC, which means that you will need to go to a relatively
large city. I believe a sidetrip to another government agency
is required to actually pay the license fee. Yes, there is a
license fee, I seem to recall that it is equivalent to $20 or
$30 US. The license/call sign is issued right on the spot and
you get an XE call sign. (Many of the XE's you hear on the air
are US folks who live/vacation down there.)
I thought this was all a good deal and I wanted to get an Mexican
license until I found out that it is only good for 6 months.
After 6 months, you get to do it all over again. So my conclusion
was that you have to want to operate pretty badly to spend 1/2
day doing the legwork on a vacation and its only good for that trip
(unless you go back within 6 months).
Some of the folks who live close to the border (like in So. Calif.)
may be able to make the scheme work a little better.

You might be able to use this for what you wanted. The only problem would
be any multipath from metal on the sailboat which might bias the bearings
a bit. Should be at least as accurate as a doppler, more sensitive,
and has a simpler antenna.
NOTE: I've gotten a lot of email about the SuperDF. I have had poor luck
in responding (our mailer is not too smart). A couple of comments:
(1) SuperDF has been around for a number of years.
(2) It is sold as a kit or assembled.
(3) I have no interest in it other than that I have one, and that I know
Russ Andrews, the creator of it.
(4) In theory, a doppler system can be as sensitive and accurate as
the SuperDF. In practive, I haven't seen one that is either.
